Paglalagay ng monitoring systems sa fishing vessels, boluntaryo – BFAR

MANILA, Philippines – Boluntaryoo ang pagkakabit ng vessel monitoring system (VMS) at electronic reporting system (ERS) para sa commercial Philippine-flagged fishing vessels.

Ito ang inihayag ni Michael Andayog, officer in charge ng Fisheries Regulatory and Licensing Division ng Bureau of Fisheries and Aquatic Resources (BFAR)

Napag-usapan ito, araw ng Martes sa isinagawang virtual consultative meeting kasama ang mga stakeholders ng industriya.

“We are aiming for voluntary compliance by the commercial vessel. We are tentatively, we have a possible schedule for installation of VMS,” ayon kay Andayog.

“So, more or less voluntary. We are not saying that it’s mandatory or imposing this requirement as of now. But this is, if there are concerns, we are taking note of that, and we are welcoming whatever [proposals] will work. We are also exploring other possible ways to improve the system [in] relation to the detection and monitoring through the vessel monitoring system,” dagdag na pahayag nito.

Ang desisyon ay ginawa matapos na may ilang commercial fishing companies, sa pamamagitan ng petisyon, hinikayat ang Malabon City Regional Trial Court na tukuyin ang BFAR at National Telecommunications Commission para sa indirect contempt para sa di umano’y pagsalungat sa court order na nagbabawal sa kanila mula sa ipinatupad na Fisheries Administrative Order No. 266.

“The order required the installation of VMS-100 transceivers in all commercial fishing vessels operating in domestic waters, in the high seas, and other distant waters,” ayon sa ulat.

Nauna nang idineklara ni Presiding Judge Zaldy Docena ng Malabon City RTC Branch 170 ang kautusan ng BFAR na null and void dahil labag sa saligang batas.

Ang kautusan ay ipinalabas para labanan ang illegal fishing. subalit, sinabi naman ng mga commercial fishing companies na ang impormasyon na naitala at naiulat gaya ng posisyon ng vessel kung saan nahuli ang mga isda, ang petsa at oras ng vessel activity ay sensitive information at bahagi ng kanilang trade secrets at proprietary information.
