MANILA, Philippines – Inaprubahan ng House of Representative sa ikalawang pagbasa ang panukalang nag-aalis o nanlilibre na sa mga hindi nabayarang amortization at iba pang pagkakautan na buwis ng agrarian reform beneficiaries (ARBs) na nagmumula sa lupang nakuha nila sa ilalim ng Comprehensive Agrarian Reform Program (CARP) ng gobyerno.
“This is to emancipate ARBs from the financial burden of paying loans extended in relation to awarded agricultural land under the agrarian reform program, as well as provide broadened support services to ARBs and thus make them more productive and economically emancipated,” saad sa committee report.
Ipinagbabawal din ng House Bill 6336 ang mga ARB na gawing hindi pang-agrikultura na lupain ang mga ARB sa loob ng 20 taon pagkatapos maisabatas ang panukalang batas. Mula ito sa dating 10-taon na naunang inihaing bersyon ng panukala.
Kabilang din sa salik ng nasabing panukala ang mga sumusunod:

frees land from mortgage liens and encumbrances in favor of the National Government
-
provides that the government will subrogate the ARBs to pay the remaining balance of the compensation due the concerned landowners for lands acquired under the voluntary land transfer and direct payment scheme
-
ARBs yet to be awarded with agricultural land from the CARP or any other agrarian reform law will receive so without any obligation for amortization
-
provides a broadened scope of support services to ARBs, giving priority to those who have already completed payment of the amortization schedule
-
exempts estate tax payments on awarded lands to ARBs
-
mandates the dismissal, motu proprio, by the DAR or the court, of any pending administrative or judicial case involving the forfeiture by the DAR of the agrarian reform award solely due to the failure of an ARB to pay the thirty (30)-year amortization plus six percent (6%) annual interest
-
mandates the termination of the execution of a final and executory administrative or judicial case decision due to the failure of an ARB to pay the 30-year amortization plus 6% annual interest resulting in the disqualification of the ARB, the cancellation of the agrarian reform title, the extinguishment of the rights of possession and ownership of the awarded land, as well as the removal of the person from the awarded land or the dismantling of any improvements found therein

disqualifies ARBs for acts and omissions constituting violations of agrarian reform laws including willful refusal by the ARB to make the land productive or deliberate neglect, for a period of two calendar years and
-
upholds the right of the landowner of awarded lands to just compensation.

MANILA, Philippines- Sinabi ng Department of Migrant Workers (DMW) na mahigit 80 Japanese employer ang gustong kumuha ng mga Filipino skilled worker.
Ayon kay DMW Secretary Susan Ople, ang pangkalahatang sentimyento ng mga Japanese employer ay lubos na maasahan at trainable ang mga mangagawang Filipino kaya mas ninanais nilang mag-empleyo ng mga Filipino workers sa kanilang kompanya.
Inilabas ng kalihim ang pahayag matapos ang pakikipagpulong kasamanang Japanese employers na inorganisa ng Migrant Workers Office sa Osaka.
Siya ay bahagi ng delegasyon ng Pilipinas sa Japan para sa working visit ng Pangulong Ferdinand Marcos Jr. sa nasabing bansa.
Sinabi ni Ople na lilikha ng Japan desk sa Office of the Secretary upang kapwa mapabilis ang pangangailangan ng Japanese employers at Filipino trainees.
Pagkatapos ng pagpupulong ay nagkaroon ng dayalogo kasama ang mga manggagawa sa Japan sa ilalim ng Technical Internship Training Program (TITP) at Special Skilled Worker (SSW) programs.
Tiniyak naman ng mga Filipino workers sa kalihim na sila ay tinatrato nang maayos at patuloy silang magtatrabaho sa Japan kung sila ay pahihintulutan ng kanilang employer at Japanese government.
Ayon sa DMW, ang sweldo ng mga mangaggawa sa Japan ay umabot mula 130,000 Yen (P54,548) para sa entry level TITP trainees hanggang 900,000 Yen (P377,640) para sa specialized positions para sa highly skilled professionals. Jocelyn Tabangcura-Domenden

MANILA, Philippines- Isang panukalang batas na magpapataw ng $25 entry tax sa mga dayuhang turista ang isinisulong ni Camarines Sur Rep Lray Villafuerte.
Sa House Bill 5285 na inihain ni Villafuerte sinabi nito na ang malilikom na entry tax ay maaaring magamit para mapabuti pa ang tourist welfare services ng bansa.
“Tourism has been a growing force in the Philippine economy. The industry has contributed a total of P2.85 trillion to the local economy in 2016, almost 20 percent of our GDP (gross domestic product,” paliwanag ni Villafuerte.
Aniya, bago ang pandemya ay mataas ang tourist arrivals sa bansa kaya naman mas makabubuti na mas pagandahin pa ang turismo upang mas makapaghikayat ng mga turista matapos ang pandemic.
Sa ilalim ng panukala o Tourist Welfare Tax Bill, mangongolekta ng $25 sa kada turista na papasok ng bansa para sa turismo at leisure at ang bayarin na ito ay isasama na sa airline ticket cost.
“This tourist tax shall be reflected in official receipts (ORs) issued by international and domestic carriers, and which shall then be handed over to the ]DOT] for the development of tourist welfare services, improvement of TIEZA’s (Tourism Infrastructure and Enterprise Zone Authority) services in tourism infrastructure, and for upgrading the programs of LGU (local government unit) tourism offices in their respective localities,” nakasaad sa panukala.
Ipinaliwanag nito na ang $25 na sisingilin ay kahalintulad lang din ng sinisingil sa ibang bansa gaya sa Thailand, Indonesia, Brunei, Sri Lanka, Cambodia, Hong Kong at China, ani Villafuerte, sa ibang bansa ay matagal nang may sinisingil na entry at exit taxes na kanilang ginagamit para sa tourism development funds.
May opsyon naman na hindi magbayad ng entry tax ang isang turista kung ang mga ito ay nakagastos ng katumbas na $10,000 habang nasa bansa, ang refund sa entry tax ay maaaring makuha. Gail Mendoza

MANILA, Philippines- Nais ni Pangulong Ferdinand R. Marcos Jr. na muling buhayin at pasiglahin ang ”business partnerships” ng Pilipinas at Japan na bahagyang pinatulog ng COVID-19 pandemic.
Para sa Pangulo, makatutulong ito para lumago ang ekonomiya ng dalawang bansa.
Ang pahayag na ito ng Pangulo ay binanggit niya sa isang dinner meeting kasama ang mga executives ng Mitsui & Co. at Metro Pacific Investments Corporation (MPIC) makaraang dumating sa Tokyo.
Sa official Facebook account ng state-run Radio Television Malacañang (RTVM), makikita rito ang video footage ni Pangulong Marcos kasama ang Mitsui at MPIC executives gaya nina Mitsui & Co. chief executive officer Kenichi Hori at MPIC chairperson Manny Pangilinan.
“The partnership between not only Mitsui but the whole of Japan and the Philippines has been a long-standing one. We can point to so many of the developments that happened in the Philippines with the assistance of the different Japanese funding agencies and our government-to-government (G2G) arrangements and commercial arrangements, and these have been to the benefit of both our countries,” ayon sa Pangulo.
“The partnerships, I think, that we have developed with our friends here in Japan, with Mitsui, in particular…We will have to revitalize them as they have been dormant to a degree, during the lockdowns of the pandemic,” dagdag na pahayag nito.
Looking forward naman si Pangulong Marcos na ang mga pag-uusap na mangyayari sa panahon ng kanyang five-day official visit ay makatutulong para maging “a driver in the transformation of our economy.”
Maliban kay Pangilinan, ang iba pang business leaders na kasama sa delegasyon ng bansa ay sina San Miguel Corp’s Ramon Ang at Ayala Corp’s Jaime Augusto Zobel de Ayala.
Sinamahan naman ang Pangulo ni Unang Ginang Liza Araneta-Marcos at ilang key government officials kabilang na sina Senate President Juan Miguel Zubiri, House Speaker Martin Romualdez at dating Pangulo at ngayon ay Senior Deputy Speaker Gloria Macapagal-Arroyo.
Ang Mitsui & Co. ay isang Japanese company “that primarily engages in product sales, logistics and financing, infrastructure projects, iron and steel products, information technology (IT) and communication, among other businesses. It currently operates in 128 offices in 63 countries including the Philippines.”
Samantalang ang MPIC ay isang Philippine-based investment management at infrastructure holding company na karamihan ay inuugnay sa strategic partnerships sa pamamagitan ng pag-improve sa “operational efficiency, pagtataas sa customer coverage, at mahigpit na pakikipagtulungan sa regulators at iba pang partners o katuwang sa gobyerno.
Samantala, sinabi pa ni Pangulong Marcos na masigasig ang Pilipinas na isapinal ang ilang proyekto sa Japan na natigil lamang dahil sa Covid-19 pandemic at maging sa bagong viable projects.
Tinukoy nito kung paano ang dalawang bansa ay “very well-developed interactions about G2G or even commercial ventures.”
“So what we’re really having to do now is we are going to have to… we’re finalizing some of the projects that, for example, were postponed because of the pandemic lockdowns and also now some new projects that are follow on from kung ano ‘yung dati ng proyekto,” aniya pa rin.

MANILA, Philippines- Idineklara ng Supreme Court na maaring humingi ng protection at custody orders ang mga ama laban sa ina ng kanilang anak na lumabag R.A 9262 o Violence Against Women and Children Act (VAWC Law).
Sa makasaysayang desisyon, iginiit ng SC en banc na ang mga nanay na umaabuso sa kanilang anak ay maituturing na offenders sa ilalim ng Anti- Violence Against Women and Their Children (VAWC) Act at maaring magpasaklolo ang ama gamit ang naturang batas sa ngalan ng anak.
Nilinaw ng Supreme Court na bagama’t hindi sakop ng batas ang mga ama, hindi nangangahulugan na hindi ito maaring gamitin ng lalaki laban sa asawa na nagkasala.
“While the VAWC Act excludes men as victims, this does not mean the law denies a father of its remedies solely because of his gender or the fact that he is not a ‘woman victim of violence.’ The Court held that Section 9(b) of the VAWC Act explicitly allows ‘parents or guardians of the offended party’ to file a petition for protection orders,” nakasaad sa 18 pahinang desisyon ng SC.
Iginiit ng korte na saklaw sa VAWC Act ang mga sitwasyon na ang mismong ina ang nakagawa ng karahasan at pang-aabuso sa anak.
“The fact that a social legislation affords special protection to a particular sector does not automatically suggest that its members are excluded from violating such law,” ayon sa desisyon.
Binigyan-diin ng Korte Suprema na hindi kailanman ito magiging instrumento ng kawalan ng hustisya at kalokohan para sa mga gumagawa ng pagkakasala sa mahihinang sektor gaya ng mga bata. Teresa Tavares
