Paglipat sa P1.1B pondo ng DICT sa MMDA, ‘di awtorisado – DBM

MANILA, Philippines – Inihayag ng Department of Budget and Management (DBM) na hindi awtorisado ang paglilipat ng P1.1 bilyon na pondo ng Department of Information and Communications Technology sa Metropolitan Manila Development Authority noong administrasyon ni dating Pangulong Rodrigo Duterte.

Ang nilipat na pondo ay para sana sa implementasyon ng national broadband project.

Sa isinagawang congressional inquiry nitong Martes, Disyembre 6, sinabi ni
DBM Acting Director Perpetual Judea Quiazon sa mga mambabatas na batay sa kanilang rekord, “there is no authority for the transfer issued by the DBM.”

Ani Quiazon, malinaw itong paglabag sa ilalim ng 2022 General Appropriations Act.

Lumabas din sa pagdinig na itinulak pa rin ni dating DICT Secretary Manny Caintic ang paglilipat ng pondo sa kabila na hindi sang-ayon dito ang legal team ng ahensya.

Agad itong kinwestyon ni Northern Samar Representative Paul Daza si Caintic kung bakit sumalungat sa legal opinion ng Office of Assistant Secretary to Legal Affairs (OASLA) ng DICT.

“I was given legal advice na ‘yung MMDA has the capability to do it. Ang aking hinihingi hindi ICT aspect, ang paghuhukay, the civil works. The civil works is gonna be a tremendous project management challenge sa Maynila. Kaya ‘yun ng MMDA,” tugon naman dito ni Caintic.

Dahil dito ay nanawagan si Daza sa mga kasamahan na gumawa ng nararapat na aksyon laban dito na tinawag pa niyang illegal project at may iregularidad.

“The download was illegal and against the legal opinion of their own lawyer in DICT…I urge my colleagues to do something about this and not to allow usurpation or wastage of this P1.1 billion,” aniya.

Nanawagan naman si San Jose Del Monte Representative Florida Robes na ibalik na ng MMDA ang P1.1 bilyon na nilipat na pondo ng DICT.

“If the former chair is already saying that you have to return that money, that only means he already sought legal opinion before saying so. It is not a matter of the awarded contract being still under post qualification process,” giit ni Robes, chairperson ng House good government and accountability panel, matapos din na ibahaging nakausap niya na si dating MMDA chairperson at ngayon ay Department of Interior and Local Government Secretary Benhur Abalos.
