Pagpapadali sa pagbabayad ng buwis lusot sa ikalawang pagbasa

MANILA, Philippines – Pasado na sa ikalawang pagbasa sa House of Representatives ang House Bill 4125 o panukalang Ease of Paying Taxes Act na naglalayong imoderna ang tax administration at itaas ang tax compliance ng bansa.

Sa pamamagitan ng voice voting ay pasado na ang panukala na nakatuon sa pagbawas ng documentary requirements at payagan ang mga taxpayers na maghain ng kanilang tax returns sa alinmang revenue district office gayundin ang pagtanggal sa annual taxpayer registration fee.

Sa oras na maisabatas ay bubuo ng medium taxpayer classification at Bureau of Internal Revenue (BIR) special unit na syang mangangasiwa sa maayos na serbisyo sa pagbabayad ng buwis.

Ayon kay Albay Rep. Joey Salceda, may akda ng panukala, dagdag na P73.1B revenue ang inaasahan na makukuha sa pagsaaayos ng tax collection sa loob ng susunud na 5 taon.

“The bill aims to simplify tax filing and payment, and address burdensome tax compliance which affects our small and medium enterprises and turns off our investors. We hope that this could reduce the tax gap, estimated to be PHP909 billion in 2018,” paliwanag ni Salceda.

Sinabi ni Salceda na kung maisasabatas ang panukala ay mababawasan ang “red-tape” at mapapalakas ang tiwala ng taxpayers.

“The measure seeks to segment taxpayers, simplify the forms and requirements for small taxpayers, allow filing and paying of taxes to be portable, and harmonize the documentation for substantiating value-added transaction (VAT) credits. Ultimately, we aim to boost taxpayer morale by building trust and legitimacy between the government and taxpayers as it holds the potential to increase revenues which translates to additional infrastructure and better social and health services for our fellow Filipinos,”pagtatapos pa ni Salceda.
