MANILA, Philippines- Upang masolusyunan ang loose firearms at magkaroon ng responsableng gun ownership, isang panukalang batas ang inihain ni Camarines Sur Rep. Lray Villafuerte na nagsusulong na patawan ng tax ang pagbebenta ng baril.

Layon ng House Bill (HB) No.3367 o “Firearms, Ammunition and Accessories Tax Act” (FAAT) na inihain ni Villafuerte na amyendahan ang Republic Act (RA) No. 10591 o ang “Act Providing for a Comprehensive Law on Firearms and Ammunition and providing Penalties for Violations thereof”, sa ilalim ng panukala ay papatawan ng 10% tax ang small firearms o handguns, ammunition, at accessories at 11 percent tax naman sa add-ons o attachments sa mga baril.

“Through a market-based strategy, HB No.3367 aims to reduce the number of guns in circulation by raising the cost of ownership while using tax revenue to actually promote preventive and capacity-building measures for the professionals responsible for regulating the gun industry in the country,” paliwanag ni Villafuerte.

Aniya, ang malilikom na buwis ay maaaring magamit sa mga programa ng gobyerno laban sa karahasan.

“This is not just about gun control; it is also a means to raise extra revenue for our government,” giit nito.

“In essence, the measure seeks to promote responsible gun ownership by making these weapons more expensive for citizens who are not in law enforcement and using new taxes on owners to fund programs against gun-related violence,” dagdag pa nito.

Sinabi pa ni Villafuerte na kung mamahal ang presyo ng baril ay malilimitahan na rin ang loose firearms sa bansa na base sa talaan ay nasa 700,000 hanggang 1.7 milyon. Gail Mendoza
