Pagsusulong ng mandatory ROTC, suportado ng DND

MANILA, Philippines- Sinabi ng Department of National Defense (DND) nitong Sabado na buo ang suporta nito sa pagsusulong ng Kamara na maipasa ang batas na naglalayon ng mandatory Reserve Officers Training Course (ROTC) sa higher education institutions.

“The DND fully supports and greatly appreciates the enthusiasm of our legislators led by Sen. Ronald dela Rosa in pushing for the law and we commit to take an active part in the legislative process through our full cooperation and inputs, whenever and wherever they are needed,” pahayag ni Defense Secretary Carlito Galvez, Jr.

Sinabi ni Galvez na ang DND at ang Armed Forces of the Philippines, katuwang ang Commission on Higher Education at supporting agencies, ay nakapaglatag na ng konsepto kung paano tatakbo ang ROTC program.

Sinabi niya na pwedeng ipatupad ang ROTC program gamit ang “phased approach”.

“We will have pilot and simulation runs in selected universities, while preparing our personnel, logistical and budgetary requirements for its full implementation,” ani Galvez.

Sinabi ng DND na maaaring magkaroon ng anim na phase ang programa:

  • Preparation

  • Curriculum development

  • Selection and training of implementers

  • Personnel, logistics and budget planning

  • Selection of pilot volunteer schools based on results of evaluation of their facilities and capacities

  • Pilot programs, simulation in volunteered schools

  • Expansion to different regions

  • Progressive Implementation

  • Evaluation and further fine-tuning

  • Full implementation in all schools.

Sinabi ng DND na nag projected timeline mula sa pagsasabatas para sa mandatory ROTC program hanggang inisyal na implementasyon ay dalawa hanggang tatlong taon.

Samantala, sinisilip nito ang full implementation sa loob ng limang taon.

“The DND and AFP also intend to harness the expertise of the Regional Community Defense Groups (RCDGs) of the Philippine Army, Air Reserve Centers (ARCENs) of the Philippine Air Force, and Naval Reserve Centers (NRCENs) of the Philippine Navy all over the country in managing the ROTC program,” anang Defense department.

“We assure Senator dela Rosa and our distinguished lawmakers that we will be ready to start the program when the law is passed and it will be diligently implemented in coordination with our partner agencies and institutions including the private sector organizations in order to ensure its success,”  sabi ni Galvez.

Sa Senate hearing nitong Miyerkules, inilatag ni Defense Undersecretary Franco Gacal ang mga isyu sa logistics, manpower, at resources sakaling gawing mandatoryo ang ROTC.

Ayon naman kay Dela Rosa nitong Biyernes, kinokonsidera ang paghingi ng tulong sa reservists at pagdaragdag ng quota sa military recruitment para magkaroon ng manpower sa implementasyon ng proposed mandatory ROTC sa higher education institutions.

Inihayag naman niya ang kumpiyansa na mapopondohan ang programa dahil isa ang mandatory ROTC sa priority measures sa ilalim ng Marcos administration. RNT/SA
