Panukala vs human trafficking inendorso ni Hontiveros

MANILA, Philippines- Nakalusot na sa Senate plenary ang panukalang naglalayon na amyendahan ang batas ng bansa laban sa human trafficking.

Inendorso ni Hontiveros ang Senate Bill No. 2449 o ang Committee Report No. 333 na naglalayon na palawigin ang probisyon ng Republic Act No. 9208, na nakasalig sa Republic Act No. 10364, o ang Anti Trafficking in Persons Act.

Sa sponsorship speech ni Hontiveros, ibinahagi niya ang mga kwento ng mga nakilala niya habang siya ay Chairperson ng Committee on Women, Children, Family Relations and Gender Equality, na ayon sa kanya mahirap makalimutan.

“Nandyan si Carina, menor de edad na biktima ng sex trafficker na binenta siya sa mga kliyenteng Chinese na empleyado ng Philippine Offshore Gaming Operator (POGO,” kwento ni Hontiveros.

Binanggit din niya si “Omaima” na biktima ng labor trafficking sa Middle East. Gayundin si Diana, biktima ng trafficking sa Syria.

“It is for them — and for the people and stories and realities they represent — that we sponsor this important bill today. A bill that is also a LEDAC priority measure and one of the highest urgency,” Among the key provisions Hontiveros mentioned is that it holds internet intermediaries accountable for knowingly allowing their infrastructure to be used for acts of trafficking of victims of all ages,” giit ni Hontiveros.

“It introduces additional aggravating circumstances, notably when the crime is committed during a crisis, a public health concern (this includes a pandemic), a disaster, a humanitarian conflict or emergency situation, or when the trafficked person is a survivor of the same,” dagdag pa niya.

Aniya, kailangan ng karagdagang kagamitan para sa mga nagpapatupad ng batas upang tugisin ang human traffickers, lalo na kung ang nilabag na batas ay may kinalaman sa internet at digital platforms.

“An example is providing law enforcers the capacity to access non-content data upon formal request to internet intermediaries. To note, content data will still require a warrant,” paliwanag niya..

“Lastly, it increases duties of local government units in providing recovery and reintegration support to trafficked persons and their families. This is consistent with the planned devolution of anti-trafficking measures from the DSWD to local government units,” dagdag ni Hontiveros.

Ipinahayag naman ni Sen. Ronald “Bato” Delar Rosa, co-sponsor ng panukala, ang pasasalamat kay Hontiveros sa hindi pagpalya sa pagtataguyod ng mga karapatan at pangangailangan ng lahat, partikular na ang mga pinakamahina sa komunidad. RNT/SA
