Panukalang  budget para sa Nat’l Rice Program, dodoblehin – DBM

MANILA, Philippines- Sinabi ng  Department of Budget and Management (DBM) na ipinanukala nito na gawing doble  ang budget allocation para sa  National Rice Program.

“The move is in line with the government’s bid to ensure food security in the country,” ayon sa kalatas na ipinalabas ng DBM.

Tinukoy ang  National Expenditure Program (NEP), sinabi ng  Budget Department na itinaas ng administrasyong Marcos ang budget allocation para sa  rice production sa pamamagitan ng National Rice Program ng Department of Agriculture ng  P30.5 billion sa taong 2023 mula sa P15.8 billion ngayong taong 2022.

“In our budget, we have provided a big amount for the National Rice Program. And this is for the expansion of fertilizer support for our farmers. Included dito ‘yung support for the mechanization of the industry. At the same time, while we provide social safety nets to our farmers, we will also increase funding on research and development and also on post-harvest facilities,” ayon kay  Budget Secretary Amenah Pangandaman.

Sinabi pa ng DBM na iginiit ni Pangandaman na ang  budget allocation para sa mga mahahalagang  agriculture program gaya ng  National Rice Program ay sumunod  sa  Medium-Term Fiscal Framework ng Pangulo para makamit ang  “eight-point socioeconomic agenda, comprised of Food Security, Improved Transportation, Affordable and Clean Energy, Health Care, Social Services, Education, Bureaucratic Efficiency, and Sound Fiscal Management.”

“Among the eight-point agenda, we have the four pillars, which include strengthening the purchasing power of peso. And to be able to do that, we need to increase our funding for the agriculture sector para magkaroon ng mas mababang presyo sa ating mga pamilihin at pagkain sa hapagkainan,” ani Pangandaman.

“By increasing our farmers’ productivity, tataas din ‘yung output ng kanilang mga saka,” dagdag na pahayag ng Kalihim.

Napaulat na target palakasin pa ng Marcos government ang sektor ng agrikultura kaya’t  dinagdagan ang pondo ng Department of Agriculture (DA).

Nasa kabuuang P184.1-billion ang panukalang pondo ng Marcos administration para sa Department of Agriculture sa taong 2023 kung saan nasa 39.2% itong mas mataas mula sa kasalukuyang 2022 budget.

Sa budget message ni Pangulong Ferdinand Marcos Jr., sinabi nito na ang dagdag pondo para sa kagawaran ay upang palakasin ang sektor ng agrikultura, suportahan ang local farmers at fisherfolks at tiyakin ang food security ng bansa.

Bahagi ng pondo ang P12 billion para sa Buffer Stocking Program ng National Food Authority (NFA) kung saan bibili ng P631.579 million metric tons ng palay mula sa local farmers matapos itaas ang buffer stock capacity sa 12 araw mula sa dating 9 na araw.
