PAO sa CHED: ‘Non discriminatory policy’ vs unvaxxed studes, personnel ikasa

MANILA, Philippines- Hiniling ng Public Attorney’s Office (PAO) nitong Lunes ang opisyal na direktiba ng mga kolehiyo at unibersidad na nagdi-discriminate sa mga estudyante na hindi bakunado laban sa COVID-19.

Sinabi ni PAO chief Persida Acosta na kinakailangang i-adopt ng Commission on Higher Education (CHED) ang polisiya ng Department of Education (DepEd), na nagbabawal sa diskriminasyon ng non-vaccinated learners, teachers, at non-teaching personnel.

Ang CHED ang nangangasiwa sa higher education institutions (HEIs), na karaniwang ginagawaran ng self-regulation.

“We urge the CHED to adapt, align, and follow the move, the will, and the decision of the DepEd, through the Honorable Vice-President and Department Secretary Sara Z. Duterte, in issuing a non-discriminatory policy relative to Covid-19 vaccination status of students and staff in schools under DepEd, for the benefit of all students about to enroll, are enrolling, and are continuing their studies in HEIs in the Philippines,” apela ni Acosta.

Sinabi ni Acosta na ang CHED “can totally avert confusion that often leads to restriction and deprivation of the right to education of the youth about to enroll, are enrolling, and are continuing their studies in the HEIs under its jurisdiction by conveying a policy of equal tenor, and by not passing on the ball of decision to create rules relative to the restriction or accommodation of students and staff.”

Nitong nakaraang taon, sinabi ni CHED Chair Prospero De Vera III na nakadepende sa unibersidad ang desisyon kung gagawing rekisitos ang pagbabakuna para sa mga estudyante  na kalahok sa limitadong face-to-face classes.

“While we do not do require mandatory vaccinations, universities can do it because it’s their facilities that are being managed,” pahayag ni De Vera.

Sinabi naman ni Michael Poa, DepEd spokesperson, sna sumusunod ang ahensya sa “no discrimination” policy para sa kapwa vaccinated at unvaccinated personnel at students.

“Kahit bakunado o hindi ang teachers, learners, papapasukin po lahat. This is because ang national vaccination program natin ay hindi po mandatory,” sabi ni Poa.

Sinabi ni Acosta na ang pagkakait ng higher education access sa non-vaccinated individuals ay labag sa knilang constitutional rights. RNT/SA
