Payapang resolusyon hangad nina PDu30, Xi sa Russia-Ukraine war

MANILA, Philippines- Umaasa sina Pangulong Rodrigo Roa Duterte at Chinese President Xi Jinping ng peaceful settlement sa giyera sa pagitan ng Russia at Ukraine.

Ito’y matapos na kapwa aminin nina Pangulong Duterte at Xi sa isinagawang telesummit, ang kanilang labis na pag-aalala sa nasabing girian ng Russia at Ukraine.

“President Duterte and President Xi expressed deep concern over developments in other parts of the world, including in Ukraine. The two Presidents renewed the call for a peaceful resolution of the situation through dialogue in accordance with international law,” ayon sa kalatas na ipinalabas ng Office of the President (OP).

Isinagawa ang virtual meeting nina Pangulong Duterte at Xi sa naging pananakop ng Russia sa Ukraine sa gitna ng kanilang labis na pag-aalala na posibleng mag-spillover ang giyera sa Asya kabilang na ang Pilipinas at China.

Samantala, pinag-usapan naman nina Pangulong Duterte at Xi ang long-standing territorial dispute sa pagitan ng Pilipinas at China sa South China Sea (SCS).

Kapwa sumang-ayon sina Pangulong Duterte at Xi, na plantsahin ang alitan “diplomatically” at panatilihin ang kapayapaan at kaayusan sa strategic waters.

“The leaders stressed the need to exert all efforts to maintain peace, security, and stability in the South China Sea by exercising restraint, dissipating tensions, and working on a mutually agreeable framework for functional cooperation,” ayon sa Malakanyang.

Araw ng Martes, tiniyak ng Chief Executive sa China ang magandang ugnayan ng Pilipinas dito (China), sabay sabing ang dalawang bansa ay hindi dapat na nag-aaway dahil sa kanilang “overlapping claims” sa SCS.

Inulit naman ng OP ang kamakailan lamang na pahayag ng Punong Ehekutibo na nananatili ang commitment ng dalawang lider na maghanap ng “positive engagements” para ayusin ang maritime disputes.

“Both leaders acknowledged that even while disputes existed, both sides remained committed to broaden the space for positive engagements, which reflected the dynamic and multidimensional relations of the Philippines and China,” ayon sa Malakanyang.

Kapuwa binigyang diin nina Pangulong Duterte at Xi ang kahalagahan ng pagpapatuloy na “discussions and concluding” ng Code of Conduct sa South China Sea.

“Both leaders reaffirmed the centrality of Asean (Association of Southeast Asian Nations) and renewed the commitment to bring peace, progress, and prosperity in the region,” ayon sa Malakanyang.

Kapuwa rin kinilala nina Pangulong Duterte at Xi ang nangyaring improvement sa relasyon ng Maynila at Beijing sa ilalim ng liderato ni Pangulong Duterte.

“The leaders took stock of and reviewed Philippines and China ties over the last six years and described the trajectory of relations as one that is positive and created greater space for partnership and cooperation,” ayon sa OP.

Sa kabilang dako, kinilala rin ng dalawang lider ang ganansiya o narating ng Philippines at China’s economic at infrastructure cooperation, kapuwa sumang-ayon na pagbutihin ang two-way trade at investments, at maging ang patuloy na partnership para sa “Build, Build, Build” infrastructure program ng gobyernong Duterte.

“The leaders also stressed the need to open up access to goods and services and work for a balance of trade that would reflect a healthy state of economic partnership,” dagdag na pahayag nito.

Kapuwa rin kinilala nina Pangulong Duterte at Xi ang kahalagahan ng mutual support para talunin ang coronavirus disease 2019 (Covid-19).

Kapuwa binigyang diin ng dalawang lider ang pangangailangan na gawing available ang mga bakuna sa mga bansang may mababang suplay at matiyak ang “global and regional economic recovery.”

“The leaders committed to work even more closely to defeat the Covid-19 pandemic and agreed to explore constructive ways to jumpstart interaction and exchanges through, among others, mutual recognition of vaccine certificates, streamlining health protocols, and resumption of commercial flights,” ayon sa OP.

Samantala, pinag-usapan din nina Pangulong Duterte at Xi ang iba pang global at regional issues, kabilang na ang pangangailangan na tugunan ang climate change.

“President Duterte and President Xi also agreed on the need for both the Philippines and China to work closely together to address the impacts of climate change and to ensure that the voice of the developing world will be heard in all relevant climate change fora,” anito.

“The two leaders, also considered the elevation of Philippines-China bilateral relations into a Comprehensive Strategic Cooperation as a “milestone achievement that demonstrated the commitment of the Philippines and China to continue building on the gains of the previous years towards the future,” ayon pa rin sa OP.

Inilarawan naman ng Malakanyang ang “hour-long telesummit” bilang “open, warm, and positive.”

Kasama naman ni Pangulong Duterte sa virtual summit sina Climate Change Commission vice chairperson Secretary Robert Borje, Acting Foreign Affairs Secretary Ma.
