PDIC charter aamyendahan sa pagpapalakas ng banking system

MANILA, Philippines – Inihayag ni Senador Sonny Angara ngayon na magreresulta ng mas malakas at mas resilient na banking system sa bansa ang bagong amyendang inihain sa karta ng Philippine Deposit Insurance Corporation (PDIC).

Sa pahayag sinabi ni Angara na produkto ito ng malawakang konsultasyon sa Bangko Sentral ng Pilipinas (BSP), akademya at stakeholders banking and financial sector.

“The new charter of the PDIC will streamline the operation of the government corporation so that it could focus on its core function of securing the deposits of the public by providing insurance coverage for banks,” ayon kay Angara.

Dating attached corporation ng Department of Finance, ang PDIC ay sasailalim sa jurisdiction ng BSP.

“This move is logical considering that the PDIC deals with deposit insurance for banks and the BSP, as the country’s Central Bank, sets the monetary policy and has financial supervision over the banks. This will result in better coordination between the two bodies,” ayon kay Angara, pangunahing awtor at isponsor ng panukala.

Aniya, makasaysayan ang pagsasabatas ng panukala dahil siya at kanyang ama, ang dating Senate President Edgardo Angara ng kapwa isponsor ng pinakahuling amendments ng PDIC charter.

Pinangunahan ng nakatatandang Angara ang huling amendments sa PDIC charter sa pamamagitan ng Republic Act 9576 noong 2009, na itinaas ang deposit insurance coverage mula sa dating P250,000 tungo sa kasalukuyang P500,000.

“Under the approved measure, which is awaiting the signature of President Rodrigo Duterte, the Governor of the BSP will now serve as the chairperson of the PDIC Board. The Secretary of Finance, who previously served as ex-officio chairperson of the Board, will now act as the vice chairperson,” ayon kay Angara.

“This is in line with the move to attach the PDIC to the BSP in order to strengthen the cooperation between the two agencies, to make their collaboration more efficient, and to prevent the possible overlapping of their functions,” paliwanag nya.

Paliwanag pa ng senador na isa sa mahalagang amendements ng chsrter ng PDIC ang pagsasama ng ilang produkto at usapin sa Islamic Banks sa ilalim ng PDIC alinsunod sa obhektibo ng Republic Act 11439 o ang batas na nagbibigay regulasyon at adminisdtrasyon sa Islamic Banks.

“The bill authorizes the PDIC to establish separate insurance funds and insurance arrangements in consideration of the Islamic Banking’s peculiar characteristics, and to issue rules and regulations for the establishment of the same,” ani Angara.

“Our hope is that with these amendments to the PDIC charter, we help strengthen and make more resilient our banking sector, which will most definitely play a critical role in the coming years as we try to recover in the wake of the pandemic,” patapos ni Angara. Ernie Reyes
