PH gov’t naglaan ng P1.6T pambayad sa utang sa 2023

MANILA, Philippines- Tinatayang mahigit sa  P1 trilyon ang inilaan ng gobyerno sa susunod na taon  para bayaran ang “local at foreign debt” kasama na ang  interests nito.

Sa ilalim ng  Budget Expenditures and Sources of Financing for Fiscal Year 2023, naglaan ang gobyerno ng P1.601 trilyon para sa  debt servicing.

Kasama sa nasabing halaga ang “P1.019 trillion in principal repayments” at “P582.32 billion in interest payments.”

“Principal payments are covered by a bond sinking fund, or money maintained to pay off debts,” ayon kay Finance Secretary Benjamin Diokno.

Sinabi pa niya na “interest payments of P582 billion as percentage of the P5.268-trillion 2023 budget is 11.5%, “which is manageable.”

“About three decades ago interest payments as percent of the budget was about one-third. Those were the hard times,” dagdag na pahayag nito.

Ang debt servicing expenditures sa susunod na taon ay naka-programa ng mas mataas sa  P1.263 trillion na inilaan upang bayaran ang utang ngayong taon.

Sinasabing sa P1.6 trillion na itinabi para bayaran ang utang ng bansa, P1.348 trillion ay para sa domestic debts at P253.775 billion naman para sa foreign loans.

“In particular, the P1.348 trillion programmed for domestic debts will settle maturing P20 billion worth of Treasury Bills, P671.3 billion of Fixed Rate Treasury Bonds, P59.18 billion Benchmark Bonds, P565.25 billion Retail Treasury Bonds, P26.878 billion Onshore Dollar Bonds, P2.14 billion Agrarian Reform Bonds, and P2 billion Central Bank-Board of Liquidators (CB-BoL) Bonds,” ayon sa ulat.

Para naman sa foreign debt, ang  halagang inilaan para sa repayment ay  “P131.312 billion in interest payment and P122.464 billion for principal amortization for loans incurred by the national government through various loan deals with several creditors such as the Asian Development Bank, the Japan International Cooperation Agency, and the US Agency for International Development, among others.”

Ang  automatic appropriations para sa debt servicing o pagbabayad ng principal at interest sa public debt ay nakapaloob sa Presidential Decree No. 1177, ipinalabas ni dating Pangulong  Ferdinand Marcos Sr. noong 1977.

Sa ilalim ng  Section 31 ng PD 1177, “All expenditures for (a) personnel retirement premiums, government service insurance, and other similar fixed expenditures, (b) principal and interest on public debt, (c) national government guarantees of obligations which are drawn upon, are automatically appropriated.” Kris Jose
