‘PhilHealth will last forever’ – exec

MANILA, Philippines- Sinabi ng opisyal ng Philippine Health Insurance Corporation (PhilHealth) nitong Miyerkules na ang state insurer “will last forever,” sa gitna ng pahayag ng pinuno nito na ang actuarial life ay posibleng hanggang 2027 na lamang.

Sinabi ni PhilHealth spokesperson at vice president for corporate affairs Shirley Domingo na ang reserve funds ng kompanya ay nagkakahalaga ng P177 nilyong hanggang nitong Disyembre 31, 2021, “25% higher compared to 2020.”

Sinabi ni Domingo na ang estimated actuarial life ng PhilHealth hanggang 2027 ay “assumptions and projections based on different scenarios.”

Inihayag ni PhilHealth officer-in-charge Eli Dino Santos sa House appropriations committee na ang actuarial life ng state health insurer ay posibleng ma-extend ng lampas sa 2027 sa pagpondo sa subsidies bukod sa Philippine Amusement Gaming Corporation (PAGCOR) at Philippine Charity Sweepstakes Office (PCSO), na rekisitos sa ilalim ng Universal Health Care law na mag-remit ng bahagi ng kanilang pondo sa PhilHealth.

Sinabi ni Domingo na hindi maba-bankrupt ang PhilHealth dahil “we have national government subsidy for premiums of indirect contributors…PhilHealth will last forever.”

Sinabi niya na ang subsidy ng pamahalaan sa PhilHealth ay para sa bayad ng indirect members, o sa mga hindi kayang magbayad ng premiums gaya ng indigent population, senior citizens, at persons with disabilities.

“As of December 2021, it was P71 billion. We have huge funds,” ani Domingo.

“Other funds not being used for benefit payout were invested. Last year, we earned P9.5 billion from investments,” dagdag ni Domingo.

Sinabi pa ng PhilHealth spokesperson na ang pagtataya ng actuarial life ng state insurer ay isang yearly evaluation na isinasagawa ng ahensya.

Sa hiwalay na pahayag, PhilHealth “assured its members anew of continuing benefit coverage and reiterated that their fund remains strong to meet its obligations in the long term.”

Inilahad din ng state health insurer na sa pagtatapos ng 2021, mayroon itong net income na P32.84 bilyon, na mas mataas ng P2.8 bilyon kumpara noong 2020.

“This is after the Corporation has recognized a total of P140 billion in members’ benefit claims expense. Its total assets also rose by 27% with a total of P347.48 billion in 2021,” anito.

“As of June 2022, the state-run insurer has a reserve fund of P188 billion, which is 6.7% higher than the P176.6 billion as of end of 2021. Such financial standing is a clear indication that it is financially stable and therefore is in a strong position to sustain payment of benefits in the long term,” dagdag ng ahensya.

Samantala, inihayag din nito na ang kontribusyon mula sa direct contributors ay isa sa major funding streams nito alinsunod sa Universal Health Care Law.

“The increase in collection efficiency of contributions from direct contributors, national government subsidy for premium of Indirect members, earnings from investment incomes, contribute to fund sustainability,” sabi ni Santos. RNT/SA
