Priority bills inilatag ng DBM sa balik-sesyon ng Kamara

MANILA, Philippines- Ipinalabas ng Department of Budget and Management (DBM) oniotng Martes ang priority legislative reforms agenda nito, na itutulak ng Marcos administration na mapasa sa pagbabalik-sesyon ng Kamara ngayong linggo.

Inihayag ng DBM na kabilang sa legislative reforms ng administrasyon ang Progressive Budgeting for Better and Modernized (PBBM) Governance Bill, Budget and Treasury Management System (BTMS), National Government Rightsizing Program (NGRP), at Maharlika Investment Fund (MIF).

Sinabi ni Budget Secretary Amenah Pangandaman na kinakailangan ang legislative reforms “to promote transparency, efficiency and responsiveness in public service.”

“President Ferdinand R. Marcos Jr. articulated in his budget message that his vision is a lean, efficient and responsive government workforce. We can achieve this with the strong support of our hardworking legislators who also seek a well-functioning government that ensures swift and responsive public service delivery,” pahayag ni Pangandaman.

Partikular na ang PBBM Governance bill na target na ikasa ang Cash Budgeting System at iba pang public financial management (PFM) upang tiyakin na maipatutupad agad ang mga programa at proyekto.

Samantala, ang BTMS ay isang key digitalization measure na naglalayong pagbutihin ang Government Integrated Financial Management Information System.

Bilang central database, magbibigay-daan ang BTMS sa real-time mapping ng mga transaksyon mula sa purchase hanggang payment.

Samantala, layon ng NGRP na i- upgrade ang institutional capacity ng pamahalaan na isagawa ang mandato nito at makapagbigay ng mas magandang serbisyo habang tinitiyak ang epektibong paggamit ng resources.

Nakikita naman ang MIF bill, na nauna nang pinagtibay ng economic managers ng pamahalaan bilang “a powerful instrument to promote economic growth and advance social development,” base sa DBM. RNT/SA
