MANILA, Philippines- Inihayag ng Department of Education (DepEd) nitong Miyerkules na tinitingnan nito ang posibilidad ng pagpapalit ng “outdated and pricey” na laptoppara sa mga guro na binili sa pamamagitan ng Procurement Service of the Department of Budget and Management (PS-DBM) noong 2021.

Sa isang press conference, sinabi ni DepEd spokesperson Atty. Michael Poa na may dalawa silang approach sa isyu ng P2.4 bilyong halaga ng mga laptop na binili para sa mga guro sa gitna ng COVID-19 pandemic: internal na suriin ang laptop upang agad na magamit; o magkasa ng legal remedies para rito.

“Kung talagang mabagal po talaga ‘yung mga computers [if these computers are really slow] and not up to par with what we wanted, ‘yan pong mga computers as far as I understand, ay covered pa rin ng warranty,” pahayag niya.

“What we will do, aside from addressing the concerns of the teachers now doon sa mabagal na computers, we will also, in coordination with PS-DBM,…we will invoke the warranty provision under contract dito sa supplier ng ating laptops,” dagdag niya.

Kabilang sa mga rekomendasyon ng Commission on Audit (COA) nang sitahin ang DepEd sa isyu ay “evaluate the concerns raised by the recipients on the conditions, performance, and technical specifications of the laptops and communicate the same to DBM-PS for appropriate action.”

Sakaling hilingin ng DepEd ang warranty provisions ng laptop supplier, sinabi ni Poa said na susuriin nila kung mayroong magagawa ukol sa mga laptop o kailangan na agad palitan ang mga ito.

“We are trying to remedy the situation with this one kasi malamang, ito ‘yung gagamitin nila for this coming school year,” aniya.

MANILA, Philippines- Pinag-aaralan ni Energy Secretary Raphael Perpetuo Lotilla ang pag-shift  sa hybrid systems para makapagbigay ng long-term solutions sa problema sa enerhiya  sa Pilipinas.

“The long term solution…is really to shift to hybrid systems. We must end this overdependence on petroleum and petroleum-based fuels because otherwise we will always experience the volatilities in prices and, therefore, it means we would have to invest in solar, in wind, and as you mentioned even newer technologies,” ayon kay Lotilla sa isinagawang briefing sa Senate energy committee.

“Hopefully, down the road, ocean, thermal, hydrogen, offshore wind, these are the things that we need to invest in so that our people don’t have to depend on petroleum-based fuels,” dagdag na pahayag nito.

Gayunpaman, sinabi ni Lotilla na hindi ito mangyayari “in a short period of time” subalit kailangan na ngayon pa lamang ay masimulan na  lalo pa’t ang halaga ng renewables ay bumababa.

“This could not happen overnight…but we know that there is a time for everything under the heavens because at that time, we could not shift in a massive way because the cost of renewables was too high and now the cost has been declining,”  aniya pa rin.

“So time is on our side but to be able to do this, we need certain reforms,” dagdag na pahayag nito.

Sinabi pa ni Lotilla na gustong-gusto na niyang  talakayin ang reporma sa energy sector kasama sina Finance Secretary Benjamin Diokno at  Budget Secretary Amenah Pangadaman na kapuwa nakaupo bilang board members ng National Power Corporation at Power Sector Assets and Liabilities Management Corporation (PSALM).

Isa sa mga punto na nais na talakayin ni Lotilla sa mga Kalihim ng Finance at Budget  ay ang” lengthening the corporate life of PSALM.”

Sinabi pa ni Lotilla na kinokonsidera nila na tingnan at rebyuhin ang “Electric Power Industry Reform Act (EPIRA), reforming the system covering the electric cooperatives, strengthening the processes in the Energy Regulatory Commission, and promoting competition in the energy sector.” Kris Jose

MANILA, Philippines- Sinabi ni Light Rail Administrator Transit Authority (LRTA) administrator Hernando Cabrera ngayong Miyerkules na wala pang sapat na pondo para sa Light Rail Transit 2 (LRT2) West Extension project.

Sa public briefing, sinabi ni Cabrera na Ang engineering plans at iba pang preparasyon para sa proyekto ay natapos na.

Ayon pa kay Cabrera, kinukulang ang pondo ngayon dahil ito ay aabutin ng mga P9 bilyon at ang naiturn-over pa lamang ng Department of Transportation ay nasa P2 bilyon.

Sinabi ng administrator na nakikipagtulongan na sila para makakuha pa ng pondo sa Department of Budget and Management (DBM).

Dagdag pa niya na target nilang makatanggap ng multi-year contracting authority ngayong taon upang makapagsimula ng bidding process para sa proyekto.

Sa ilalim ng west extension project, tatlo pang istasyon sa Tutuban, Divisoria, at Pier 4 ang itatayo.

Samantala, sinabi ni Cabrera na iniutos ni Pangulong Ferdinand “Bongbong” Marcos Jr. ang LRTA sa pamamagitan ng DOTR upang matiyak ang kasiyahan ng customer sa mga serbisyo ng tren nito.

Aniya susuriin niya ang mga elevator, escalator, comfort room, tren, at ticketing system sa mga pasilidad ng LRT2.

Bilang bagong install na LRTA administrator, sinabi ni Cabrera na tututukan din niya ang pagtitiyak ng maaasahan, ligtas, at accessible na serbisyo. Jocelyn Tabangcura-Domenden

MANILA, Philippines- Magsasagawa ng surprise drug tests si Department of the Interior and Local Government  (DILG) Secretary Benhur Abalos sa mga kulungan na pinamamahalaanan ng Bureau of Jail Management and Penology (BJMP).

Sa isang kalatas, sinabi ng DILG na nagbabala si Abalos  bunsod na rin ng mga ulat na may big-time drug lords ang di umano’y nago-operate sa loob ng mga bilangguan.

Araw ng Martes, sa isinagawang command visit sa  BJMP National Headquarters, sinabi ni  Abalos na: “I will personally go to our jails and I will be conducting surprise drug testing of BJMP personnel and PDLs in those jails.”

“Magpapa-urinalysis ako sa  jails. So I’m warning each and every BJMP warden and personnel, kapag may nagpositive, then it means na may nakapasok na droga sa mga jail facilities natin,” dagdag na pahayag nito.

Ani Abalos, nagagawa ng mga drug lords na  mag-operate  sa loob ng mga bilangguan dahil mayroong komunikasyon at contacts ang mga ito sa labas.

Inirekumenda naman ni Abalos ang paggamit  ng  signal jammers upang maputol ang  komunikasyon ng mga ito.

 “We need to cut their communication. They use phones to conduct their drug trade. So we need signal jammers to stop their communication outside,” anito.

Samantala, gusto rin ni Abalos na magsagawa ng testing para sa  posibleng communicable diseases bago i-admit  ang mga tao sa bilangguan.

Target ni Abalos ang medical screening at  physical exams  bago pa ang admission dahil na rin sa posibleng pagkalat ng sakit sa congested cells.

“Kung pwede tayong mag-conduct ng test para sa [tuberculosis], test para sa HIV at hepatitis para sa [persons deprived of liberty], mas mainam kapag magawa natin ito,” ayon kay Abalos sa isinagawang  pagbisita sa Bureau of Jail Management and Penology (BJMP) National Headquarters, araw ng Martes.

 “After all, at risk ang greater population sa loob ng mga jails kung may infected na individual,” dagdag na pahayag nito.

Ani Abalos, ang paglaganap ng  impeksyon ay mabilis sa mga “congested jail facilities.”

Ipinanukala rin nito ang paglikha ng memorandum circular kaugnay sa “prevention and response” ng BJMP  na may kinalaman sa monkeypox.

“As of June 30, 2022, the DILG said that the BJMP has a total of 131,193 PDLs in 477 jails nationwide, which translates to a 387% congestion rate with 337 jails congested,” ayon sa ulat.

Ani Abalos,  ang BJMP ay dapat na magpalabas ng “out of the box” solutions para tugunan ang  jail congestion. Kris Jose

MANILA, Philippines- Ini-adopt ni Pangulong Ferdinand “Bongbong” Marcos Jr. ang pitong Sandiganbayan decisions na bumabasura sa P302 bilyong halaga ng ill-gotten at forfeiture cases laban sa kanya at kanyang pamilya bilang ebidensya sa ill-gotten wealth case sa ilalim ng Civil Case 0014.

Sa proceedings nitong Miyerkules, pormal na ikinasa ng abogado ni Marcos na si Atty. Manuel Plaza III ang court pleading na i-adopt ang mga sumusunod na desisyon bilang bahagi ng kanilang depensa:

• “Sandiganbayan Resolution dated December 16, 2019 for Civil Case 0002 junking the P200 billion forfeiture case vs. the President’s late father, Ferdinand Marcos Sr., and siblings Imee and Irene;

• Sandiganbayan Resolution dated October 14, 2019 for Civil Case 0007 dismissing a P267 million ill-gotten case against Marcos Sr. and his wife Imelda and their alleged cronies, namely President Fe Roa Gimenez and her husband, Ignacio Gimenez; Vilma Bautista and her husband, Gregorio, among others;

• Sandiganbayan Resolution dated January 23, 2020 for Civil Case 0007 upholding the October 14, 2019 dismissal of the ill-gotten wealth case;

• Sandiganbayan Resolution dated September 25, 2019 on Civil Case 0008 dismissing the P1.052 billion ill-gotten wealth case against Bienvenido Tantoco Sr., the Marcos couple, among others, in connection with the Tantoco clan’s 11 real estate properties located in the Philippines, Hawaii and Rome; shares of stocks in 19 companies; cash on hand and in bank; pieces of jewelry; notes, loans and mortgages receivable; motor vehicles and three Cessna aircraft;

• Sandiganbayan Resolution dated November 20, 2019 denying the Philippine government’s appeal on the dismissal of the P1.052 billion ill-gotten wealth case under Civil Case 0008;

• Sandiganbayan Resolution dated August 5, 2019 for Civil Case 0034 dismissing the P102-billion forfeiture case against Marcos Sr. and Imelda, as well as 11 of their alleged cronies; at

• Sandiganbayan Resolution February 13, 2020 on Civil Case 0034 denying the Philippine government’s appeal on the August 2019 dismissal of P102 billion ill-gotten wealth case against Marcos Sr. and Imelda, as well as their 11 other alleged cronies.”

Inaakusahan ng Civil Case 0014 ang mag-asawang sina Rebecco at Erlinda Panlilio — umano’y business associates ng mga magulang ni Marcos Jr. — ng pagsisilbing “dummies upang makamkam ang pagmamay-ari sa ilang kompanya sa pagkuha ng financial assistance mula sa state institutions sa liberal terms “for their financial and pecuniary interests.”

Kabilang sa mga kompanyang ito ang Ternate Development Corp., Monte Sol Development Corporation, Olas del Mar Development Corporation, Fantasia Filipina Resort, Inc., Sulo Dobbs, Inc., Philippine Village, Inc., Silahis International Hotel, Inc., at Hotel Properties, Inc.

Inaakusahan din ng Civil Case 0014 ang mag-asawang Panlilio — maging si Modesto Enriquez, Trinidad Diaz-Enriquez, Leandro Enriquez, Guillermo Gastrock, Ernesto Abalos at Gregorio Castillo — ng pananamantala ng pagiging malapit sa mag-asawang Marcos upang isakatuparan ang mga balak “in order to enrich themselves at the expense of the Philippine government.”

Hindi naman inalmahan ng government prosecutors, sa pangunguna ni Senior State Solicitor Romeo Galzote ng Office of the Solicitor General, ang aksyon ni Marcos Jr.’na i-adopt ang nabanggit na Sandiganbayan decisions bilang ebidensya sa proceedings.

Sinabi ni Galzote na “the prosecution will rest its case,” subalit tinanong ni Sandiganbayan Second Division chairperson at Associate Justice Oscar Herrera Jr., “What about [the evidence] for Imelda, Imee, Irene?”

Inilahad ni Galzote at ng iba pang state prosecutors na  maghahain sila ng proper motion na humihiling sa korte na ideklara na ang ibang miyembro ng pamilya Marcos at Don Ferry — isa pang defendant na hindi pa nagsusumite ng ebidensya — ay nag-waive ng kanilang karapatan na maghain ng ebidensya kapag hindi sila nakapagsumite nito sa Setyembre 1, 22, at Oktubre 6 at 7.

Nang sabihin naman ni Justice Herrera na, “It should be only two days,” napagkasunduan ng government prosecutors na sa halip ay itakda ito sa Setyembre 1 at 22. RNT/SA
