QUALIFICATIONS OF THE NEXT U.P. PRESIDENT (2)

Pangalawa, malaking bagay din ang may entrepreneurial at senior management background, especially that in the field of education. Hindi lang basta ordinaryong institusyon ang U.P. In fact, it is one laden with public interest kaya importante ang decision-making skills ng isang kandidato na dapat ay hindi lamang marunong mamuno outside the box, ika nga, kung hindi kinakailangan ding marunong gumawa ng box.

Pangatlo, sa panahon ng budget cuts at sa lumalaking pangangailangan ng unibersidad natustusan ang lahat ng mga proyekto nito sa 8 component units nito kasama na ang 17 extension campuses at ang UP Open University, kinakailangang may financial background in managing the financial aspect of an entity. Now, at no other time in Philippine history the next U.P. president is being required by the state of the university’s finances to be a resource-maximizer, if not a resource-generator.

Pang-apat, kailangan may global outlook ang susunod napangulo. I need not say more on this as in this age of globalization, the challenge for U.P.is to take advantage of the opportunities it provides rather than be taken aback by the irreversible effects it has on the educational landscape.

May dalawaakong pahabol hinggil dito. Una, di kinakailangan na naghasa sa loob ng U.P. administration system ang susunod na kandidato. Mahirap din yong masyadong attached sa loob dahil kapag yan ay nalagay sa position of leadership, hihilahin siya ng kanyang mga attachments o pagigingbeholden sa existing structures and this will obviate one from effectuating effective changes and solutions to present-day UP problems.

My thinking is this. We cannot expect much change from an insider since he can be expected only to propose the same solutions to the same problems, leaving UP at a stand still.

Pangalawa, we are not electing a saint. We are only electing a president and we can only choose from all the nominees who have dared to present themselves, in all their humanity, to the scrutinizing public. We only need to choose the fittest among them and I dare say, based on an imaginative scorecard reflecting the mandates of the University of the Philippines.
