Rally permit ng Bayan para sa unang SONA ni PBBM, ‘di nakalusot

MANILA, Philippines- Ibinasura ng Quezon City Department of Public Order and Safety (DPOS) ang permit to rally na inihain ng progresibong grupo na Bagong Alyansang Makabayan (Bayan) para sa unang State of the Nation Address (SONA) ni Pangulong Ferdinand Marcos Jr.

Ang aplikasyon ng Bayan ay upang magsagawa ng rally sa Batasan Road sa Commonwealth Avenue, Quezon City.

“We regret to inform you that based on the recommendation of the Quezon City Police District, your intent to use Batasan Road for your activity on July 25, 2022 is denied,” saad sa liham ng DPOS kay Bayan secretary general Renato Reyes Jr. nitong Martes.

Nilinaw naman ang mga dahilan sa pagbasura sa permit base sa mga sumusunod:

  • Hindi isang freedom park ang Batasan Road para magsagawa ng kilos-protesta, rally, at mass gatherings;

  • Makaaapekto ito sa normal na daloy ng trapiko para sa mga motorista na dumadaan sa kahabaan ng Batasan Road o Commonwealth Avenue.

Kinondena naman ng Bayan nitong Huwebes ang umano’y “copy-paste denial” ng kanilang permit to rally, at sinabing ito ay “arbitrary and follows the fascist imposition of the police.”

“The DPOS denial suffers from a gross ignorance of the law and sheer laziness,”  giit ni Reyes.

Sinabi pa niya na, “The DPOS did not exercise its own judgement and independent evaluation of the facts. It did not exercise independence and autonomy as a local government unit. The ‘copy-paste’ denial is also lazy. Naging sunud-sunuran lang sa pulis ang DPOS.”

Sinita rin ni Reyes ang “wrong notion” na naglilimita sa mga rally sa freedom parks.

“That is incorrect and is belied by history,” aniya. “The SONA 2016 and 2017 rallies were held in Batasan Road despite it not being a freedom park. Annually, rallies were held along Commonwealth Avenue even if it is not a freedom park.”

Sinabi rin ng Bayan leader na ayon sa Batas Pambansa 880, hindi sapat na dahilan ang traffic inconvenience upang ibasura ang permit.

“We will assert our right to peaceful assembly and will file charges against police officers who will arrest and harm peaceful protesters,” giit niya.

“With its scare-tactics, the (Philippine National Police) is only succeeding in showing the world that it is a notorious human rights violator,” dagdag ni Reyes. RNT/SA
