Rekomendasyon ng Senado sa laptop probe, ikukonsidera ng DepEd

MANILA, Philippines – IKUKUNSIDERA ng Department of Education (DepEd) ang rekumendasyon ng Senate Blue Ribbon Committee na tiyakin na “efficient at transparent” ang procurement process na gagawin ng departamento.

Welcome kay DepEd spokesperson Michael Poa ang Senate panel report ukol sa isinagawa nitong imbestigasyon hinggil sa di umano’y overpriced at outdated P2.4 billion laptops para sa mga guro noong 2021.

Tinuran ni Poa na mahalaga ang committee report ng Blue Ribbon para i-improve ang procurement proces ng DepEd.

“Ang DepEd naman po has always said that we remain committed to transparency and accountability. And that applies specifically to the procurement process. So, we appreciate the investigation by the Blue Ribbon Committee,” ani Poa.

Sa ulat, kabilang sa rekumendasyon ng Senate panel ang pagbawi o pagbalik sa di umano’y overpriced na halaga ; paglusaw sa Procurement Service-Department of Budget Management (PS-DBM); huwag iatas o italaga ang procurement tasks sa PS-DBM; at paghahain ng criminal at administrative charges laban sa ilang incumbent at dating DepEd at PS-DBM officials.

Ayon sa committee report, ang kontrata para sa supply at delivery ng laptop computers para sa mga public school teachers ay overpriced ng P979 million.

Sa kabilang dako, kabilang naman sa inirekumendang criminal at administrative charges ay ang paglabag sa Republic Act 3019 o Anti-Graft and Corrupt Practices Act, Article 171 ng Revised Penal Code o Falsification of Public document by a Public Official at Article 183 ng Revised Penal Code o Perjury.

Sinabi ni Poa na hindi pa natanggap ng DepEd ang kopya ng detalye ng committee report ng Senado.

Tinuran pa nito na “no internal executive discussions with Vice President and Education Secretary Sara Duterte about the report have been made so far.”

“The recommendations and the findings of the Blue Ribbon Committee will be definitely considered so that we could streamline and put in internal controls to ensure that our procurement process is efficient and of course, transparent,” ang wika ni Poa.

Seryoso rin aniya ang DepEd na paghusayin ang procurement process sa pamamagitan ng streamlining processes at iwasan ang kuwestiyonableng transaksyon.

“The DepEd led by, of course, no other than the Vice President Sara Duterte, really takes procurement seriously… nailabas ‘yung procurement, gawin talagang isang strand siya. Para mayroong Usec at Asec that are both just focused on the procurements, aside from the BACs (Bids and Committees),” anito.

Sinabi pa ni Poa na ang Senate recommendations ay kapaki-pakinabang at maaaring “adapted” para sa “further improvement” ng transparency ng DepEd.

“Gusto talaga nating maging streamlined and more transparent ang procurement process. That’s why even before the Senate blue ribbon committee report came out, as you can see, ‘pag mayroon po tayong pre-bid conference, talagang naka-livestream na po ‘yan para nakikita ng publiko,” aniya pa rin.

Samantala, sinabi ni Poa na ipinadala na nito sa Commission on Audit ang request ng DepEd para sa fraud audit. Sa ngayon ay hinihintay na lamang nito ang resulta.

“The DepEd’s administrative proceedings on the signing authorities are also ongoing, particularly on the modification of laptop specifications,” ayon kay Poa.
