MANILA, Philippines – Target ng Ukraine na kumuha ng mga Filipinong manggagawa upang tumulong na maibalik sa normal ang naturang bansa na dinurog ng giyera.

Ito ang sinabi ni Ukraine Embassy in Malaysia Counsellor Denys Mykhailiuk nitong Miyerkules, Marso 29, kung saan makikipag-usap sila sa pamahalaan para sa pagpapadala ng mga Filipino sa nasabing bansa.

“We will begin talks about the Filipinos’ labor to come because this reconstruction effort will need significant increase in labor,” sinabi ni Mykhailiuk sa mga mamamahayag.

“You know Ukraine, as majority of European states, is an aging country. This is not the situation here and hardworking Filipinos will be very welcomed there to benefit our growth and Filipino investors will be very much welcomed there,” dagdag niya.

Ayon kay Mykhailiuk, tinatayang nasa $1 trilyon ang kinakailangan nilang pondo para maibalik sa ayos ang Ukraine.

Inilunsad na rin aniya ang fast recovery plan sa rebuilding at reconstruction.

“We launched this effort to invite international donors and investments,” pahayag ni Mykhailiuk.

“We hope that the next decade, Ukraine will be the biggest construction site in Europe or maybe in the world. We will attract manpower. We will attract investments, and these investments are guaranteed not only by Ukrainian government, which might be risky, but also by international institutions,” pagpapatuloy niya.

MANILA, Philippines – Pumalag si Alliance of Concerned Teachers (ACT) Rep. France Castro at sinabing hindi sila, kundi ang Department of Education sa ilalim ng pamumuno ni Vice President Sara Duterte, ang naglilihis sa publiko na pag-usapan ang lehitimong mga isyu sa edukasyon ngayon.

Sa pahayag ni Castro nitong Miyerkules, Marso 29, umalma ito sa sinasabi ni Duterte na imposible ang pagkuha ng 30,000 guro taon-taon at ginagawa lamang ito ng ACT para ilihis ang atensyon ng publiko sa ginagawang pag-atake ng New People’s Army (NPA) sa Masbate na naka-apekto na sa pag-aaral ng mga estudyante sa lugar.

Ang sinabing ito ni Duterte ay naging tugon niya sa panawagan ng ACT na kumuha ng 30,000 guro upang matugunan ang kakulangan sa edukasyon.

Sa kabila nito, sinabi ni Castro na tila nagre-red tag na naman ang DepEd sa halip na solusyunan na ang matagal nang problema sa sektor ng edukasyon.

“Ilang taon na ring panawagan ito ng ACT Teachers party-list at ang pangmasang organisasyon na Alliance of Concerned Teachers (ACT) Philippines sa mga nagdaang administrasyon at may iba-ibang lebel ng kanilang pagtugon dito pero ngayon lang nangyari na sabihin ng DepEd secretary mismo na ang mga panawagang ito ay ‘unrealistic and impossible’,” ani Castro.

“Malinaw sa kasyasayan na kaya itong magawa, ibukas lang sana ang isipan at wag puro red tagging ang inaatupag,” dagdag ng mambabatas.

Ayon kay Castro, ang panawagan nila sa DepEd na kumuha ng mga bagong guro ay lehitimong isyu at matagal na itong ipinananawagan.

Dagdag niya, sa nakaraang dalawang administrasyon, sina dating pangulong Rodrigo Duterte at Benigno Aquino III ay naging posible naman ito.

“In fact, the past two administrations were able to get near these targets as the Aquino administration hired an average of 29,166 teachers per year and even the administration of the current vice-president and concurrent [DepEd] secretary’s father was able to hire 25,000 teachers per year,” giit ni Castro. MANILA, Philippines – Tatayong legal counsel ni Senador Ronald “Bato” Dela Rosa sa imbestigasyon ng International Criminal Court (ICC) si Senador Francis Tolentino.

Ang imbestigasyon ay may kaugnayan sa madugong drug war campaign sa panahon ni dating Pangulong Rodrigo Duterte.

Matatandaan na inakusahan sina Duterte at Dela Rosa, kauna-unahang police chief ng dating Pangulo, kaugnay sa crimes against humanity dahil sa umano ay state-sponsored extrajudicial killings na may kinalaman sa drug war.

“I accept the proposal of Sen. Dela Rosa to lawyer for him,” sinabi ni Tolentino, chairperson ng Senate panel on justice and human rights, sa isang online news conference nitong Miyerkules, Marso 29.

Hindi pa nakakausap ni Tolentino si Duterte kung irerepresenta niya rin ito sa international tribunal.

“If he wants, I’m just having my papers fixed now for my proper accreditation if that will come to that point,” sinabi ng senador.

Kamakailan ay ibinasura ng ICC appeals chamber ang hiling ng Pilipinas na suspendihin ang imbestigasyon kaugnay sa madugong war on drugs ng Duterte administration na ayon sa ulat, ay kumitil ng 6,200 indibidwal.

Nilinaw naman ni Tolentino na magsisilbi siyang legal counsel ni Dela Rosa maging sa labas ng ICC.

“My role would be to ensure the protection of Sen. Dela Rosa, not just within the confines of the ICC. Because we’re claiming that they do not have jurisdiction, but even locally,” aniya.

Nang tanungin kung ano ang legal advice niya ngayon kay Dela Rosa, sagot ni Tolentino:

“Stay put and if there is an administrative or quasi judicial body seeking documents or asking for his testimony, we will submit. It’s in the Philippines. The investigation should be done here. Not in the Netherlands.”

Sa ilalim ng Code of Conduct at Ethical Standards for Public Officials and Employees, sinasabi nito na ang incumbent public officials at empleyado “shall not engage in private practice of their profession unless authorized by the Constitution or law, provided, that such practice will not conflict or tend to conflict with their official functions.”

Sa kabila nito, hihiling si Tolentino sa Senate President na bigyan siya ng exemption.

Sinasabi naman sa batas ng ICC na “experienced lawyers who wish to represent defendants or victims as counsel before the Court must be admitted to the List of Counsel.”

MANILA, Philippines – Pinangunahan ni Pangulong Ferdinand R. Marcos Jr. ang paglulunsad ng Philippine Multi-sectoral Nutrition Project (PMNP) na may temang “Better Bodies and Minds.”

Sa naging talumpati sa nasabing event sa Manila Hotel, sinabi ni Pangulong Marcos na committed ang kanyang administrasyon na mamuhunan sa 110-million strong population ng bansa, kinokonsiderang “main drivers” ng ekonomiya.

Binigyang-diin ni Pangulong Marcos na kailangang hasain ng gobyerno ang mga mamamayan para maging masipag at produktibo, malakas, matatag, matiisin sa kahirapan upang mabuhay ng matagal at i-enjoy ang buhay.

“This is the reason why this Administration has put a high priority and considered it of strategic importance that lies in the areas of food security, health care, and education, amongst others,” ayon sa Pangulo sabay-sabing ito ang dahilan kung bakit kinuha niya ang posisyon bilang Kalihim ng Department of Agriculture upang tugunan ang pangunahing hamon.

“Sometimes we do not think about it and therefore do not often realize it, but lodged at the very core of all this is the aspect of good nutrition for our people. On the one hand, we have acknowledged the harrowing state of affairs that hunger and food inadequacy continue to be of paramount national, and for that matter, international concerns,” ayon sa Punong Ehekutibo.

Ang PMNP, isang four-year project, pinangunahan ng Department of Health (DOH) at Department of Social Welfare and Development (DSWD), ay nakatuon tungo sa pag-adopt ng bold multi-sectoral approach para makamit ang nutrition-specific at nutrition-sensitive interventions sa iba’t ibang local government units (LGUs).

Tinukoy ang kamakailan lamang na Expanded National Nutrition Survey (ENNS), na binigyang diin ang mataas na insidente ng pagkabansot sa hanay ng health issues sa mga kabataang Filipino, sinabi ng Pangulo na dapat talakayin ng pamahalaan ang malnutrisyon.

Ang panganib nito ayon sa Pangulo ay malaking epekto sa learning ability, academic performance, productivity at employment opportunities sa mga tao at may bitbit din itong hereditary implications.

“Like the problem of food security, these related nutritional issues are also critical and fundamental to the Philippine socio-economic development,” ayon sa Pangulo.

Aniya, ang major nutrition project ay ang “strategic government intervention, adopting a multi-sectoral community participatory approach”.

Ang inisyatiba nang pinagsama-samang ahensya ng DOH, DSWD, DA, National Nutrition Council, Department of Science and Technology-Food and Nutrition Research Institute (DOST-FNRI), at maging ang LGUs mula Luzon patungo sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), ay mahalaga dahil ang naturang approach ay nakitang effective method para sa multifaceted problem.

Kinilala rin ng Pangulo ang World Bank para sa pagbibigay ng mahalagang funding assistance upang gawing reyalidad ang proyekto.

Tinukoy ang international financial institution, sinabi ng Pangulo na ang mamumuhunan sa nutrisyon ay may pangako ng highest returns at ginagawa itong “one of the best value-for-money development actions.”

“The project would deliver services straight to the LGUs needing intervention, in the form of primary healthcare support and nutrition services, including Early Childhood Care and Development services, on top of access to clean water and sanitation, technical information, training and financing, among other facets,” aniya pa rin.

Sa kabilang dako, binigyang-diin ng Pangulo ang kahalagahan ng partisipasyon ng LGU para maisakatuparan ang proyekto ng walang partnership sa local governments, “we do not get to what is often referred to as the last mile.”

Upang kagyat na matugunan ang malnutrisyon sa bansa, muling tinawagan ng pansin ng Pangulo ang DOH makipag-collaborate sa ibang government agencies pagdating sa “harmonizing and effecting sound diet and nutritional policies and practices for the people.”

“The government must continue to exert the best efforts to ensure well-orchestrated and coordinated strategy to implement not only the PMNP but all related nutritional programs throughout the country, so as to be able to get a maximum effect for all government efforts,” ayon sa Chief Executive.

Samantala, pinasalamatan naman ng Pangulo ang mga mamambabatas para sa tulong ng mga ito sa nutrition project sa pamamagitan ng pagtulong sa administrasyon na i-develop at ilagay sa law policies na makatutulong na lipulin ang malnutrisyon at ingat ang antas ng primary health care at nutrisyon sa Pilipinas.
