Scouting mas oks kaysa mandatory ROTC – solon

MANILA, Philippines- Mas mainam ang mandatory scouting kumpara sa pagbuhay sa mandatory Reserve Officers’ Training Corps (ROTC) program na isinusulong ng Marcos administration, ayon kay Kabataan Party-list Representative Raoul Manuel.

“Mandatory scouting is clearer in its mandate to impart on the youth the necessary skills that they can actually use in real life situations and in volunteer efforts during disasters,” ani Manuel.

“Also, scouting is headed by institutions that do not resort to red-tagging and threats to individuals and organizations,” pahayag pa niya.

Sa kanyang unang State of the Nation Address, hinikayat ni Pangulong Ferdinand Marcos Jr. ang Kamara na gawing mandatoryo ang ROTC program sa senior high school level, na katulad ng isinuusulong ng kanyang kaalyado na si Vice President Sara Duterte.

“Scouting is safer for students and does not violate international conventions protecting schools as zones of peace, in contrast to ROTC which will require the presence of military personnel in campuses and schools,” paliwanag ng mambabatas.

Ginawang opsiyonal ang ROTC sa kolehiyo matapos maisabatas ang National Service Training Program Act of 2001 noong 2002.

Ipinasa ang batas kasunod ng pagkamatay ni University of Santo Tomas student Mark Welson Chua matapos isiwalat ang korapsyon sa ROTC program ng paaralan.

Inaprubahan ng Kamara noong 2019 sa final reading ng panukalang mandatoryong pagkuha ng ROTC training ng senior high school students na magsisilbing rekisitos para sa pagtatapos.

Nag-isyu naman ang Department of Education ng memorandum noong 2020 na bumubuhay sa boy at girl scouting programs. RNT/SA
