Senate probe sa sistematikong korapsyon sa mental hospital, ikinasa ni De Lima

Manila, Philippines – Naghain ng isang resolusyon si Senador Leila De Lima na naglalayong paimbestigahan ang sistematikong graft and corruption na matagal nang nangyayari sa National Center for Mental Health (NCMH) upang matanggal ang tiwali at katiwalian sa naturang health facility.

 

Sa paghahain ng Senate Resolution No. 538, iginiit ni De Lima ang pangangailangan ng imbestigasyon sanhi ng kawalan ng pagkilos at pagkaantala sa Office of the Ombudsman sa mga reklamo ng katiwalian sa loob ng pagamutan sa kabila nang paulit-ulit na panawagan.  

 

 “There is an urgent need to look into NCMH’s state of affairs, particularly the systemic graft and corruption therein that have cost the country millions in taxpayers’ money to dubious spending, and the life of a doctor who only intended to cleanse the NCMH from debilitating corruption,” aniya.

 

Matatandaan na si dating NCMH   Chief Dr. Roland L. Cortez  ang isa sa nagbulgar ng corruption scandal na bumabalot sa naturang mental facility na naghain ng kaukulang kaso sa Ombudsman laban sa matataas na opisyal ng pagamutan noong nakaraang Hulyo 15, 2019.

 

 Sa kanyang reklamo, tinukoy ni Cortez ang natuklasan ng  National Bureau of Investigation (NBI) sa iregularidad sa pag-award ng project upang palawakin ang Pavillion 6 ng NCMH sa Octant Builders.

 

“Apparently, then NCMH Chief Administrative Officer Clarita Avila who oversaw engineering works in the NCMH, was actually an incorporator of Octant Builders. Cortez said Octant Builders monopolized projects in the NCMH,” ayon kay De Lima.

 

Matapos ang isang taon sa pagsasampa ng kaso sa Ombudsman, binaril at napatay si Cortez at kanyang driver sa Quezon City ng   motorcycle-riding assailants noong nakaraang Hulyo 27, 2020.

             

“The Quezon City Police District (QCPD) later named Avila as the person behind the murder of Cortez, with QCPD Criminal Investigation and Detection Unit Chief Major Elmer Monsalve postulating that the murder was orchestrated after Cortez initiated the anti-corruption investigations to cleanse the NCMH,” ayon sa mambabatas.

 

Ikinalungkot ni De Lima na kung paano walang ginawa ang Ombudsman sa kaso hinggil sa alegasyon ng korapsyon sa NCMH sa kabila ng panawagan mula sa kinauukulang ahensiya sa mabilis na resolusyon ng reklamo at tungkulin ng Ombusman sa ilalim ng  “The Ombudsman Act of 1989” na bigyang prayoridad ang reklamo na may kinalaman sa malalaking halaga o ari-arian.

 

 “Graft and corruption has long marred the NCMH. The systemic corruption inside the Center was first exposed by Dr. Cortez in 2019. The complaint has languished in the dockets of the Ombudsman despite news reports disclosing that according to the Sandiganbayan, the Office of the Ombudsman’s cases versus erring officials dropped by 80.46% in 2019.”

 

 “Despite the record-low decrease in the number of cases that the Office of the Ombudsman elevates to the Sandiganbayan, the complaints that shed light into the crippling corruption inside the institution at the forefront of the country’s quest to promote holistic mental wellness, especially crucial in these times, have withered in its dockets,” dagdag ni De Lima, pawang mental health advocate.
