Sim Card Registration Act nakalusot sa committee level

MANILA, Philippines- Aprubado na sa House Committee on Information and Communications Technology ang consolidated version ng panukalang SIM Card Registration Act.

Sa pagdinig ng komite ay nagmosyon si House Deputy Speaker Aurelio Gonzales na iconsolidate ang House Bill na inihain ngayong 19th Congress para sa SIM card registration bill ngunit tinutulan ito ni Kabataan Rep. Raoul Manuel sa katwirang dapat munang busisiin ang pagtalakay sa panukala partikular na sa probisyon paugnay sa privacy.

Ngunit tinutulan ito ni House Committee on Information and Communications Technology Chairman at Navotas Rep. Toby Tiangco, aniya,aprubado na ang katulad na panukala noong 18th Congress subalit naveto lamang ni dating Pangulong Rodrigo Duterte.

Ani Tiangco maaaring gamitin ang Rule 10, section 48 ng Kamara para mapabilis ang pagpasa sa panukala, nagkaroon ng botohan at isa lamang ang tumutul at mayorya ng miyembo ang pumabor.

Ang mother bill sa nasabing panukala ay angHouse Bill ni House Speaker Ferdinand Martin Romualdez, nakasaad dito na makatutulong na masawata ang mga indibidwal na mayroong masamang balakin at makilala ang mga scammer na gumagamit ng SIM card sa kanilang modus o panloloko kung mairerehistro ang SIM cards.

“While private telecommunications providers are able to block numbers that repeatedly send spam messages, the accessibility of getting SIM cards only prompts scammers to purchase new SIM cards and continue their operations. Furthermore, due to the lack of SIM card regulation in the country, it becomes nearly impossible to trace the persons behind the text scams and hold them accountable for fraud, breach of data privacy or other punishable offenses that they committed using an unknown mobile number,” nakasaad sa explanatory note ni Romualdez.

Ani Romualdez sa datos ng Globe Telecom Inc ay nasa 71 million spam messages na ang naharang nito habang 5,670 mobile phone numbers ang nadeactivate noong 2021 dahil sa mga reklamo habang sa panig ng PLDT ay 23 million text messages ang kanilang naharang.osing as legitimate organizations but contained links to phishing websites only in a span of three days, June 11 to 14 this year.

“The time has come to regulate the sale and distribution of SIM cards in order to promote end-user accountability, prevent the proliferation of mobile phone scams and data breaches, and to assist law enforcement agencies in resolving crimes involving the use of mobile phone units. In view of the foregoing, the immediate approval of this bill is earnestly sought,” giit pa ni Romualdez.

Sa panig ni Pasig City Rep. Roman Romulo sinabi nitong umaasa syang agad na maipapasa ng Kongreso ang panukala upang agad na maisabatas sa harap na rin ng dumaraming mga natatanggap na spam messages. Gail Mendoza
