SIM card registration bill suportado ng NPC

MANILA, Philippines – Suportado ng National Privacy Commission (NPC) ang pagsasabatas ng SIM card registration bill.

Sa isang statement na inilabas nitong Sabado, Oktubre 8, sinabi ng NPC na sinusuportahan nito ang layunin ng panukalang batas na maiwasan ang iba’t ibang uri ng kriminalidad gamit ang electronic communication.

Bagama’t suportado ng NPC ang hakbang na ito, batid ng Komisyon na mangangailangan ito ng malawakang pagkolekta ng mga personal na datos ng mga mamamayan.

“Hence, there is a strong need to develop a technology-neutral approach and to future-proof the proposed legislation to achieve its intended purpose, in a manner that respects the rights and freedoms of the data subjects,” anang NPC.

Dahil dito ay inirerekomenda nila sa Kamara at Senado na ikonsidera ang proportionality principle at data minimization mechanism sa probisyon ng social media providers at authorized resellers.

“Mechanisms must be developed and implemented to prevent security risks and data breaches that may arise from overcollection and improper or inadequate monitoring practices,” anito.

“The NPC recommended that the burden to determine the SIM card buyer’s identity should not fall on retailers who may not have the necessary know-how or resources to properly verify the identity of data subjects and the authenticity of the identification cards that will be presented,” dagdag pa.

Sa kasalukuyan ay naghihintay na lamang ng pirma ni Pangulong Ferdinand “Bongbong” Marcos Jr. ang SIM Registration bill na ayon kay Executive Secretary Lucas Bersamin ay posibleng sa Martes, Oktubre 11 maupuan ng mapirmahan. RNT/JGC
