Skilled workers registry kada barangay, isinusulong sa Senado

MANILA, Philippines – Naghain ng isang panukalang batas si Senador Mark Villar na magtatayo ng skilled workers registry sa bawat barangay sa buong bansa na magsisilbing database para sa epektibong pagtutugma ng kanilang kasanayan sa career opportunities.

Sa pahayag, sinabi ni Villar na katulad din ang Senate Bill No. 1910 o ang “Barangay Skilled Workers Registry Act,” na inihain nitong Pebrero 21, 20223 sa rehistrasyon ng iba’t-ibang propesyon tulad ng doktor, guro, abogado, engineer at iba pang propesyunal.

“The bill also seeks to recognize the role of barangays in promoting job creation and economic development by creating an employment information system at the barangay level, targeting skilled workers residing therein. The barangay registry shall serve as a repository of information of skilled workers within their locality,” aniya sa explanatory note.

Sinabi ni Villar na hindi pakikialaman ng registry ang privacy rights ng bawat skilled workers alinsunod sa itinakda ng Data Privacy Act of 2012, at palalakasin lamang ang partisipasyon ng bawat barangay sa pangangalap ng impormasyon ng skilled workers sa kanilang nasasakupan upang makatulong silang himukin ang employer na magbigay ng trabaho.

Maglalaman ang registry ng mahahalaga at angkop na detalye kabilang ang pangalan, uri ng serbisyo, iniaalok na kasanayan at karanasan ng bawat manggagawa, patotoo ng kuwalipikasyon at contact information.

“The skilled workers shall not be limited to holders of national certificates issued by the Technical Education and Skilled Development Authority (TESDA),” ayon sa panukala.

Sinabi pa ni Villar sa panukala na, ”Under the proposed measure, every barangay shall create a registry that will serve as a database for all skilled workers who voluntarily register to offer their services and seek employment opportunities within the locality and a resident of the barangay.”

“The registry shall be developed with the assistance of the Department of Labor and Employment (DOLE) through the Public Employment Service Office (PESO) in coordination with the Department of Interior and Local Government (DILG),” ani Villar.
