‘Sorry’ ng Manila Water, tablado; kumpensasyon sa naperwisyo, iginiit sa Senado

Manila, Philippines – Hindi tinanggap sa Senado ang paghingi ng paumanhin ng Manila Water sa naganap na malawakang water shortage sa East Zone ng Metro Manila at Rizal, bagkus iginiit na mabigyan ng kumpensasyon ang pamilyang naapektuhan at naperwisyo.

Sa pahayag, sinabi ni Senador Risa Hontiveros na hindi katanggap-tanggap ang “sorry” ng Manila Water, kaya dapat bayaran ang 1.2 milyong apektadong householod sa Metro Manila at Rizal.

 “All those exposed to health risks as a result of Manila Water’s failure to meet its service obligation should be fairly reimbursed,” ayon kay Hontiveros.

Tinukoy niya ang National Kidney Transplant Institute (NKTI) na lubhang naapektuhan ng kawalan ng tubig dahil napilitan silang bawasan ang dialysis patients sa kasagsagan ng water shortage.

Idinagdag pa niya na dapat bayaran ng Manila Water ang apektadong pamilya at negosyo sa nawalang oras, gross inconvenience at nawalang kita.

“While Manila Water’s public apology and act to hold itself responsible for the water shortage are recognized, a fair and just compensation to the consumers is in order. It is one of the best ways to demonstrate its firm commitment to public accountability and restore consumer trust and confidence,” ayon kay Hontiveros. 

“Hindi naman maaaring sorry na lang at mag-move on na agad. Kailangan may pananagutan din. Ang ordinaryong consumer nga na huli sa pagbabayad sa tubig, kahit ilang beses mag-sorry, puputulan pa rin. Tapos sila, sorry lang, okay na? With over a million households deprived of access to clean water and exposed to numerous health risks, any apology without compensation is hollow and meaningless,” giit pa niya Hontiveros. 

Samantala, kinastigo din ni Hontiveros ang liderato ng Metropolitan Water and Sewerage System (MWSS) sa pagsasabi nito na wala silang kapangyarihan na parusahan ang Manila Water.

Ayon kay Hontiveros na malinas sa concessionaire agreement ng Manila Water na may karapatan at kapangyarihan ang MWSS na magpataw ng financial fines.

“Manila Water’s concession agreement clearly stipulates that the regulatory office can impose financial penalties on the concessionaire if its failure to meet its service obligation adversely affects public health or welfare. In fact, all penalties received by the regulatory body will be rebated to affected consumers,” paliwanag ni Hontiveros. 

Tinukoy ni Hontiveros ang Article 10, Section 10.4 ng concession agreement na nagsasabing: “A failure by the Concessionaire to meet any Service Obligation which continues for more than 60 days (or 15 days in cases where the failure could adversely affect public health or welfare) after written notice thereof from the Regulatory Office to the Concessionaire shall constitute a basis for the Regulatory Office to assess financial penalties against the Concessionaire. All penalties received by the Regulatory Office pursuant to this Section 10.4 shall be rebated to Customers affected by the Concessionaire’s failure to meet Service.”  Ernie Reyes
