SSS dumepensa sa contribution rate hike sa 2023

MANILA, Philippines- Dinepensahan ng Social Security System (SSS) nitong Martes ang karagdagang kontribusyon ng mga miyembro at employer sa pension fund na nakatakda sa susunod na taon, at sinabing makatuutlong ito para pondohan ang mas mataas na benefit disbursements.

Inihayag ni SSS president at CEO Michael Regino na inihahanda ng “four-stage” contribution rate hike ang SSS fund para sa “future needs” ng SSS mmebers.

“The four-tiered contribution increase will ensure the pension fund’s financial viability for the benefit of its members, pensioners, and their beneficiaries,” aniya.

Ang pagtataas sa contribution rate ay nakapailalim sa Republic Act No. 11199, o Social Security Act of 2018, na nilagdaan ni dating Pangulong Rodrigo Duterte upang itaas sa 15% ang kontribusyon sa 2025.

Sa ilalim ng RA 11199, ipapataw ang 1% contribution increase sa SSS members ekada dalawang taon mula 12% noong 2019 hanggang maabot ang 15% sa 2025.

Simula January 1, 2023, ang bagong contribution rate ay magiging 14%.

“We have already expanded the benefits to our members such as the unemployment benefit, and maternity benefit under the Expanded Maternity Leave Law (EMLL). Both these benefits however have no particular source of funding but since 2019, we have continuously given these benefits to our members,” ani Regino.

Iginiit din ni Regino na napalakas ng nakaraang contribution increases ang benefit disbursements para sa mga miyembro nito.

“From January 2019 to October 2022, we have released P822.86 billion benefits to our members, which is 38% higher than the P596.30 billion benefit disbursements from January 2015 to December 2018 prior to the amendment of the Social Security Law,” aniya.

Gayundin, sinabi ng SSS chief na napag-alaman sa pinakabagong actuarial valuation na tatagal ang pension fund’s life hanggangl 2054.

“The reforms in the contribution rates are among the factors that helped boost our fund life brought by Republic Act No. 11199 or the Social Security Act of 2018,” pahayag ni Regino.

Indikasyon umano ito na sapat ang pondo ng pension fund upang suportahan ang short-term at immediate financial needs ng mga miyembro at mga pensioner sa mga susunod na dekada, aniya.

Sa ilalim ng bagong rate, sagot ng employers ang one percentage point increase para sa mga miyembro at employers nito. Mannaatili ang employee’s share sa 4.5%, habang ang employer’s share ay tataas sa 9.5% mula sa kasalukuyang 8.5%.

Samantala, sagot ng individual paying members gaya ng self-employed, voluntary, non-working spouses, at OFW members kabuuang 14% contribution rate dahil wala silang employers. 

Magkakaroon din ng adjustment sa minimum monthly salary credit (MSC) mula P3,000 sa P4,000, habang ang maximum MSC ay tataas mula sa P25,000 sa P30,000.

“The new SSS contribution rate is also a great opportunity to help our members beef up their retirement savings through its mandatory provident fund program or the Worker’s Investment and Savings Program (WISP). We want our members to have a comfortable retirement after their productive years. Every additional peso that a member contributes is more savings for their retirement,” ani Regino. RNT/SA
