Suicide Prevention Act, isinulong sa Kamara

MANILA, Philippines – Dahil sa nakakaalarmang pagtaas ng kaso ng suicide lalo na sa mga kabataan, isang panukala ang inihain sa Kamara ni Camarines Sur Rep Lray Villafierte na nagsusulong na magkaroon ng Suicide Prevention Act kung saan isang institusyon ang itatatag na syang mangunguna sa monitoring, intervention at prevention programs para mapigilan ang insidente ng suicide.

Sa ilalim ng House Bill 2895 ni Villafuerte ay aatasan ang Department of Education (DepEd), Commission on Higher Education (CHED) at Technical Education and Skills Development Authority (TESDA) na bumuo ng isang interragency task force on student suicides, ang tanggapan ang syang magbabalangkas ng mga programa para mapigilan ang pagpapatiwakal.

“Suicide is not a crime, as most media reports tend to portray it. It is a serious problem that must be addressed. The government, through the DepEd, CHED and TESDA, should take steps to raise awareness of student suicide as a serious public health program,” paliwanag ni Villafuerte.

Tinukoy ng mambabatas ang isinagawang pag aaral ng University of the Philippines Population Institute (UPPI) sa 2021 Young Adult Fertility and Sexuality Study (YAFS5) kung saan lumitaw na tumaas ang bilang ng mga kabataan na nasa edad 15 hanggang 25 anyos ang nakaranas ng “suicidal ideation” o naisip na magpakamatay.

Sinabi ni Villafuerte na dapat kumilos ang pamahalaan para mabigyan ng tulong ang mga kabataan na may ganitong mga ideya.

“Many of these youngsters have also been victimized by cyberbullying, thus triggering emotional or psychological problems that might have prompted a number of them to think about or even try to commit suicide. In the Philippines, unfortunately, no concrete steps have been taken to determine the causes of suicide among the Filipino youth. Psychiatrists point out that children and young adults are prone to depression which sometimes leads to suicide,” ani Villafuerte.

Sa panukala ng mambabatas ay isinusulong na magkaroon ng nationwide student suicide early intervention and prevention strategies na gagawin sa mga paaralan at pangangasiwaan ito ng DoH, DEPED, TESDA at CHED.

“These agencies shall collect and analyze data on nationwide student suicide early intervention and prevention services that can be used to monitor the effectiveness of such services and for research, technical assistance, and policy development,” pagtatapos pa ni Villafuerte. Gail Mendoza
