Taas-budget para sa NCIP inihirit ni Rep. Rodriguez

MANILA, Philippines- Sa katwirang matagal nang napabayaan ang kanilang sektor, umaapela si Cagayan de Oro Rep. Rufus Rodriguez sa Kamara na taasan ng budget ang National Commission on Indigenous Peoples (NCIP) para sa susunod na taon.

Sa ilalim ng 2023 National Expenditure Program(NEP), P1.46 bilyon ang inaprubahan ng Department of Budget and Management (DBM) para sa NCIP, bahagyang mataas ito kumpara sa P1.43 bilyon noong 2022 subalit iginiit ni Rodriguez na kalahati lamang ito sa hinihinging budget ng ahensya na nasa P2.8 bilyon.

“This is the agency that takes care of our IP from Batanes to Jolo to Tawi-Tawi but I’m amazed that their budget is so small. A small reduction but it shows the neglect. It shows the non-attention of the national govt to our indigenous peoples. So I ask our dear chairperson is this P1.4 billion enough to give justice to our indigenous peoples all over the country?” pahayag ni Rodriguez sa budget briefing.

Sa nasabing pagdinig sinabi ni NCIP chairman Allen Capuyan na ang P1.4 bilyong pondo ay hindi sapat.

“The universe of the IPs is 1,500 ancestral domains and with that 11 building blocks, we evaluated it and we found out that for the last 25 years, NCIP will only be able to accomplish 25% of its mandate or an average of 1% a year,” paliwanag ni Capuyan kung saan inamin nito na P3 bilyon kada taon sa loob ng susunod na 10 taon ang kailangan para matugunan nito ang 75% ng kanilang mga programa para sa mga IPs.

Sa katunayan sinabi ni Capuyan na mula pa noong 2019 ay hinihiling na ng Office of the President ang P3 bilyong pondo para sa NCIP subalit hindi rin napagbibigyan.

Sinabi ni Rodriguez na ang nasabilang halaga ay maliit na porsiyento lang sa trilyong pisong taunang budget ng national government.

“It is our duty. This is now a duty for all members of Congress to look at the sector which have been neglected for the past 30 years and we should therefore exercise our collective wisdom of all our representatives to be able to unite and with the power of our purse, reverse this trend of inattention, this trend of neglect on our indigenous peoples,” giit ni Rodriguez.

“Therefore, we ask for more budget for our indigenous peoples’ scholarships. We need to give more budget for those board exam takers who are IPs, and therefore I move that we approve the budget of P1.4 billion plus P1.4 billion to be able to give them P2.8 billion,” pagtatapos pa nito. Gail Mendoza
