TESDA pinababalik ni PBBM sa DOLE

MANILA, Philippines – Ipinag-utos ni Pangulong Ferdinand Marcos Jr. ang pagbabalik ng Technical Education and Skills Development Authority (TESDA)sa Department of Labor and Employment (DOLE) mula Department of Trade and Industry (DTI).

Sa pamamagitan ng ipinalabas na Executive Order No. 5, ipinag-utos ni Pangulong Marcos ang paglilipat ng attachment ng TESDA sa ilalim ng DOLE para sa “policy at program coordination.”

Nakasaad sa Seksyon ng 2 ng nasabing EO na ang Secretary of Labor and Employment ang dapat na chairperson ng TESDA Board alinsunod sa Seksyon 7 ng Republic Act No. 7796 o Technical Education and Skills Development Authority Act of 1994.

“The TESDA Board and its Secretariat shall perform their respective functions in accordance with Sections 8 and 10 of RA No. 7796,” ayon sa EO.

Tinukoy pa rin sa EO ang Section 2, Chapter 1, Title VII, Book IV of EO No. 292 o Administrative Code of 1987, na nagsasabing “DOLE shall be the primacy policy-making, programming, coordinating and administrative entity in the field of labor and employment, responsible for the promotion of gainful employment opportunities and the optimization of the development and utilization of the country’s human resources.”

“It is the policy of the national government to rationalize the functional structures of agencies with complementary mandates and promote coordination, efficiency and organizational coherence in the bureaucracy,” ang nakasaad pa rin sa EO.

Ang TESDA ang pangunahing ahensiya na responsable para sa “formulating continuing, coordinated and fully integrated technical education and skills development policies, plans and programs, taking into consideration improved linkages between industry, labor and government in the formulation of any national-level plan.”

Ang TESDA ay orihinal na attached agency ng DOLE, subalit dahil sa naging kautusan ni dating Pangulong Rodrigo Duterte noong October 2018, inilipat ang TESDA sa DTI na ang layunin ay β€œto ensure responsiveness and efficiency in the delivery of essential public services and the attainment of the administration’s ten point socio-economic agenda and the development goals as articulated in the Philippine Development Plan.” Kris Jose
