MANILA, Philippines- Iminungkahi ni Senador Jinggoy Estrada na magsagawa muna ng tree planting bilang pangunahing pangangailangan sa kumukuha ng building permit sa buong bansa bilang bahagi ng programa ng pamahalaan sa forest rehabilitation at matugunan ang epekto ng climate change.

Sa paghahain ng Senate Bill No, 1444 o ang “Green Measures Act” nitong Nobyembre, sinabi ni Estrada na bago makakuha ng building permit sang isang developer, dapat makapagtanim ito ng limang puno upang mapatingkad ang kalidad ng kapaligiran at mapangalagaan ang kapaligiran sa ngayon at susunod na henerasyon.

“All applicants for building permits of residential, commercial, industrial and public building development projects are hereby mandated to submit a Tree Planting Plan (TPP) in addition to other requirements imposed by local government units (LGUs),” ayon kay Estrada sa kanyang explanatory note.

Inaatasan ng panukala ang lahat ng sinuman, kompanya, korporasyon, departamento, tanggapan, kawanihan, ahensiya at instrumentalidad ng pamahalaan na may planong magtayo o magkumpunin, baguhin ang anumang gusali o istruktura na maglaan sa kanyang ari-arian g isang lugar na sapat na pagtataniman at pagmementeni ng puno at halaman.

Nakatakda din sa panukala na magsasanib ang Department of Environment and Natural Resources, Department of the Interior and Local Government at Department of Agriculture, sa paglikha ng Implementing Rules and Regulations na inaasahang magmonitor sa pagtatanim ng puno.

“The said agencies will also determine the number of trees to be planted, taking into account at least one tree for every 500 square meters for commercial or industrial permits; one tree for every 250 square meters for housing and development projects,” ayon kay Estrada.

“The same agencies will also determine what species to be planted, and must prioritize indigenous species, taking into considerations climate and topography and the use of growing endemic ornamental plants or trees and fruit bearing trees is recommended for residential lots,” dagdag ng senador.
